This bill proposes to establish a Clean Water Legacy Fund to provide funds to the Agency of Natural Resources to support activities that improve water quality of Vermont waters. The bill would also establish a Working Group on Water Quality Funding to review and recommend to the Legislature a stable, reliable, and equitable source of financing to support actions that improve water quality.   The Working Group would be composed of eleven members: four legislators – two Senators and two Representatives; the Secretary of Natural Resources or designee; the Secretary of Agriculture, Food, and Markets or designee; the State Treasurer or designee; the Commissioner of Taxes or designee; a representative of the Vermont League of Cities and Towns, appointed by the Governor; a representative from an environmental organization, appointed by the Speaker of the House; and a representative of a business or industry subject to regulation under the State’s water quality laws, appointed by the Legislature’s Committee on Committees. The Working Group would report to the Legislature by January 15, 2015 with recommendations regarding possible funding mechanisms for financing water quality improvements, including user fees, per parcel fees, and bonding.
