This bill was read for the Second Time on February 20.  The Committee on Fish, Wildlife & Water Resources recommended changing the date by which the Agency of Natural Resources must adopt rules establishing requirements for the issuance and enforcement of permits for uses exempt from municipal regulation located within a flood hazard area in a municipality that has adopted a flood hazard ordinance from March 15, 2014 to November 1, 2014.  The Agency’s rules would now also apply to exempt uses located within river corridors in a municipality that has adopted a flood hazard ordinance and to state-owned and state-operated institutions and facilities located in a flood hazard area or river corridor. The Committee on FWWR also recommended changing the date when a permit would be required under the above rules from July 1, 2014 to March 1, 2015.  The amended bill would also enable municipalities to regulate additional land uses for compliance with the National Flood Insurance Program and for compliance with municipal ordinances regulating development in flood hazard areas and river corridors, as long as such regulation does not interfere with the intended functional use.  The amended bill was agreed to and a Third Reading was ordered.

February 21 – This bill was read for the Third Time and passed the House.
